IN response to the council's plans for free town centre parking on Saturdays, the Association of Town and City Management suggests this approach won't work as it rewards the wrong behaviour.

What should be implemented is a scheme which links spend in town centre to a rebate of car park charges.

Car parks will be full of people whose primary goal is not to visit the centre and spend.

Better to keep the charge high, then rebate and as things improve you can then modify the rebate instead.

One thing about the rebate method is that many people won't bother claiming it.

Validating parking works well in San Francisco. Yes that's along way from St. Helens but there is no reason that it shouldn't work. I suggested years ago in this very column. You get your money back as you you drive off.

I prefer the rebate idea - that way people who spend get a reward and those who just hang about or use tha car parks for other purposes get nothing.

Exactly why I refuse to waste my time visiting St. Helens. Why would I pay to park when I can visit widnes which is a much easier and nicer place to shop -with free parking! I'd even rather spend more on petrol and pay to visit warrington, parking is half the price and look at warrington town centre compared to St. Helens!
Last time I had to visit St. Helens I got a parking fine for being under ten minutes late back to the car. I'd of paid for more on the metre if it had worked properly and accepted my coins. Absolute joke of a town.
