St HELENS Council is being urged to approve plans for works at the listed Newton-le-Willows railway station “without delay”.

Network Rail is seeking listed building consent for works regarding the extension of the existing two platforms at the site, on Mill Lane.

A design, access and heritage statement has been prepared in connection with the application.

It states that Network Rail is proposing to carry out a “package of works” to extend eastwards both of the platforms.

Meanwhile, the works have been described as “necessary” in order to enable all train users, including persons with reduced mobility, to use all doors on trains stopping at the station – which is Grade II listed.

Current platform lengths

“The current platform lengths don’t permit trains to open all accessible doors for persons with reduced mobility on all services,” says the design, access and heritage statement.

“Any services in reverse formation can’t accommodate persons with reduced mobility on the platform.

“It is considered that the works proposed are sympathetic to the character and appearance of the listed building.

“There is a sound justification for the proposed works, which are necessary to enable all train users, including persons with reduced mobility, to use all doors on trains stopping at the station.

“This will be done in a manner that is respectful to the heritage significance of the station.”

'Historical value'

Furthermore, the statement says the works will also “not negatively impact” on the station’s historical value.

It adds: “In summary, the proposals are considered to be in accordance with relevant policy set out in the NPPF and the development plan.

“The proposals will also positively support adopted Local Plan aims, objectives and policies concerned with the promotion of sustainable transport and particularly, those concerned securing improvements to local stations and railway lines.

“Regard has also been had to relevant guidance and advice, including that produced by Historic England.

“Consequently, it is requested that listed building consent be granted for the proposed development without delay.”
