AN APPLICATION has been drawn up seeking permission to use a detached house as a children's home for young people with educational needs.
A bid for a certificate of lawfulness for the proposed use of the property at 32 Pilkington Street, Rainford as a children's home for three young people and two live in carers has been submitted to the council.
A design and access statement says: "My3 Ltd are a reputable provider for residential care and education for young people with special educational needs centrally based in Ormskirk and Lancashire, and are registered with both Ofsted and CQC. Along with other educational initiatives the organisation provides 24/7 care for young people with the aim of creating a family environment for small groups of residents in a domestic setting.
"To this end they have acquired a property at 32 Pilkington Street, Rainford, to accommodate three young people along with support staff who work on a 24 hour rota basis to provide a minimum of two staff at any given point on a 24/7 basis.
"Staff will support the three people with daily activities in the home and out in the community".

The statement adds: "The proposal will not involve any physical changes to the building.
"There will not be an increase in parking requirement as only two staff will be resident at any one time, and gardens and patio areas will continue to be be used for leisure, with the maximum number of occupants being five at any given time, including staff.
"We believe that this proposal will have no impact on the local area, as it will operate as a domestic dwelling to all intents and purposes.
The proposal will provide much needed accommodation for a vulnerable section of society, and will be organised by a well respected provider in this sector".
A determination deadline has been set for the application for November 4.
