TORUS says it plans to redevelop the site of Parr Mount Court with homes if the flats' proposed demolition is approved.
A prior notification for the demolition of Parr Mount Court in Fingerpost was submitted to St Helens Council.
The application states that Parr Mount Court, built in 1972 and consisting of 96 flats, "does not meet modern-day standards of extra care".
Torus says, pending approval of the demolition, it plans to redevelop the site.
Residents at Parr Mount, who have been consulted with through the process, are to move to Foundry Wharf, the new care development on nearby Atlas Street due to be completed next month.
Cath Murray Howard, chief operating officer for Torus said: "The proposal to approve the demolition of Parr Mount Court is being considered by the Torus Board in coming months. It is because, despite significant investment in recent years, the facility, which was built in the 1970s, no longer meets the standards required of modern housing.
“If approved, the proposed demolition will enable us to redevelop the site with homes that meet local need and will lead to significant investment to improve the appearance of the local area.
“The majority of the Parr Mount Court residents, who have been consulted with all along, will move to Foundry Wharf, a new, state-of-the-art Extra Care scheme at nearby Atlas Street, which is due to complete in July.”
