PLANNING permission has been granted to turn the first floor of a flat above a hairdressers in Newton-le-Willows into a beauty salon.

The plans, which were submitted by owner Wendy Hyland, will see the beauty salon operate as an extension to Scissor Sisters, which is located on the corner of Wargrave Road and Bradlegh Road.

Proposals say there could be three people employed by the upstairs premises.

As a result of the plans, four letters of objections were received by members of the public, which focused on parking issues.

During the consultation, one resident wrote that the existing business already creates a “significant parking problem” and argued the development would only worsen the issue.

However, a Highways officer was consulted on the plans and said any impact on the local road network would be “minimal”.

The Highways officer said: “Whilst the proposed commercial use will generate additional vehicle trips/increased parking demand, in comparison to the residential unit, given the nature of the area, it is considered that any increase would be minimal, and the key locations locally are protected by parking restrictions (double yellow lines).

“There are not considered to be any significant highway implications, and there are no objections raised.”

St Helens Council case officer, John Van Eker, recommended planning consent be granted subject to conditions.

Following the report, planning permission has been granted through delegated powers, subject to various conditions.

One of the conditions is to limit opening hours to 8am to 8pm, Monday to Friday.

On weekends hours will be limited to 8am to 3pm on Saturdays and not at all on Sundays and public holidays.

The works must begin within three years of the decision notice being issued.
