ROAD TRAFFIC REGULATION ACT 1984 fas Amended) - SECTION 14(1. 4. 5 & 7) THE COUNCIL OF ST. HELENS (A570 RAINFORD BY-PASS. A580 EAST LANCASHIRE ROAD. LINKWAY WEST-LINKWAY EAST. MARSHALLS CROSS ROAD & ST. HELENS LINKWAY. ST. HELENS) (TEMPORARY 10. 30 & 40 MPH SPEED LIMIT) ORDER 2018

NOTICE IS HEREBY GIVEN that on the 23rd day of August 2018 the Council of St. Helens made an Order under Section 14(1, 4, 5 & 7) of the Road Traffic Regulation Act 1984 (as Amended), the effect of which will be: ~

1. To impose a speed limit of 40 miles per hour in any direction on the A570 Rainford By-Pass (including slip roads), between its junction with the A580 East Lancashire Road and St. Helens Council/West Lancashire Council boundary.



2. To impose a speed limit of 30 miles per hour in any direction on the A570 Rainford By-Pass (including slip roads), between its junction with the A580 East Lancashire Road and St. Helens Council/West Lancashire Council boundary.



3. To impose a speed limit of 10 miles per hour in any direction on the A570 Rainford By-Pass (including slip roads), between its junction with the A580 East Lancashire Road and St. Helens Council/West Lancashire Council boundary.



4. To impose a speed limit of 40 miles per hour in any direction on the A580 East Lancashire Road (including slip roads) from the St. Helens Council/Wigan Council boundary to the St. Helens Council/Knowsley Council boundary.



5. To impose a speed limit of 30 miles per hour in any direction on the A580 East Lancashire Road (including slip roads) from the St. Helens Council/Wigan Council boundary to the St. Helens Council/Knowsley Council boundary.



6. To impose a speed limit of 10 miles per hour in any direction on the A580 East Lancashire Road (including slip roads) from the St. Helens Council/Wigan Council boundary to the St. Helens Council/Knowsley Council boundary.



7. To impose a speed limit of 40 miles per hour in any direction on St. Helens Linkway, between its junctions with Scorecross and Junction 7 on the M62.



8. To impose a speed limit of 30 miles per hour in any direction on St. Helens Linkway, between its junctions with Scorecross and Junction 7 on the M62.



9. To impose a speed limit of 10 miles per hour in any direction on St. Helens Linkway, between its junctions with Scorecross and Junction 7 on the M62.



10. To impose a speed limit of 30 miles per hour in any direction on Linkway West, between its junctions with Chalon Way West and Linkway East.



11. To impose a speed limit of 10 miles per hour in any direction on Linkway West, between its junctions with Chalon Way West and Linkway East.



12. To impose a speed limit of 30 miles per hour in any direction on Linkway East, for its entire length.



13. To impose a speed limit of 10 miles per hour in any direction on Linkway East, for its entire length.



14. To impose a speed limit of 30 miles per hour in any direction on St. Helens Linkway, between its junctions with Linkway East and Scorecross.



15. To impose a speed limit of 10 miles per hour in any direction on St. Helens Linkway, between its junctions with Linkway East and Scorecross.



16. To impose a speed limit of 30 miles per hour in any direction on Scorecross, between its junctions with St. Helens Linkway and Marshalls Cross Road.



17. To impose a speed limit of 10 miles per hour in any direction on Scorecross, between its junctions with St. Helens Linkway and Marshalls Cross Road.



18. To impose a speed limit of 30 miles per hour in any direction on Marshalls Cross Road, between its junctions with Robins Lane and Mill Lane.



19. To impose a speed limit of 10 miles per hour in any direction on Marshalls Cross Road, between its junctions with Robins Lane and Mill Lane.



The Order will come into force on 23rd August 2018 and will have a maximum duration of eighteen months. The temporary speed limit(s) will be imposed during this period to such extent and at such times as indicated by traffic signs.

Once this Order has come into force the existing Temporary Order made by the Council on 14th December 2017 which relates to those batches specified in this Order shall cease to have effect.

The reason for making this Order is to facilitate Highways Improvements/Maintenance, Statutory Apparatus Improvements/Maintenance and to provide safety zones for works, executed on or near the A570 Rainford By-Pass, A580 East Lancashire Road, Linkway West, Linkway East, Marshalls Cross Road and St Helens Linkway.
