NOTICE IS HEREBY GIVEN that on 31st August 2020 St. Helens Borough Council in exercise of
its powers under Sections 84(1) and (2) Road Traffic Regulation Act 1984, and of all other enabling
powers, and after consultation with the Chief Officer of Police in accordance with Part III of
Schedule 9 of the aforesaid Act, made an Order, the effect of which will be as described in the
Schedules below.

The speed limits on the lengths of roads stated in Schedule 1 will automatically be reduced to 30
mph as default on a restricted road. All roads with a system of street lighting (lighting spaced at no
more than 200 yards apart) are by default Restricted Roads.
If you wish to question the validity of the Order or of any provision contained in the Order on the
grounds that it is not within the powers conferred by the Road Traffic Act 1984 or that any
requirements of the Act, or any instrument made under it has not been complied with in relation to
the Order, you may within six weeks of the date of this Notice apply to the High Court for this
purpose.
