Parking system in St Helens isn't so bad

NEVER let me hear anyone slag off the parking system in St Helens again.
We drove to Manchester on Sunday and even though there was a big city centre event on, to our amazement we found that there were whole ranks of empty metered parking spots.
Reason: even though this was borderline city centre, there was a maximum stay of two hours. No time to shop or have a bite to eat... are they trying to drive away trade from the city?
