Can they enforce this?
I HAVE been following the comments about the green bin collections and pondered over a particular point.
Before we had recycling everything went in the one bin so does the council have the legal power to refuse collection if the brown bin has grass cuttings in it?
Maybe a reader has links to the legal profession who could shed some light on this point?
