Take the lead with dogs
I am at a loss as to understand why anyone would consider putting a dog on a lead a punishment.
Out of sheer courtesy to everyone, dog owners and the general public, dogs should be under control. Friendly dogs can be as much of a nuisance as aggressive dogs.
