RECS secured promotion to National Conference League Division Two - but missed out on the league title on points difference.
Kells, who defeated third placed Underbank 14-6, finished the campaign tied on 40 points with Recs, however, the Cumbrians' superior for and against was enough to edge out the lads from Ruskin Drive.
Nevertheless securing promotion at the first time of asking was immensely satisfying for Kurt Haggerty's side, particularly after seeing off the challenges of Underbank and Blackbrook in a highly competitive top end of the table.
On Saturday it was simply a case of getting the job done - and though a talented Woolston had their moments - Recs always held them at arm's length.
Hooker Ryan Liptrot, with a dummy half sneak, opened the scoring, before splendid handling saw full back Ryan Hilliard cut through at pace on the right flank.
With BARLA tourist Ryan Rogers then dashing 70metres after a ball steal, the red, amber and blacks had a comfortable advantage before Eddie Vaughan got on the board for the visitors.
Skipper Mark Ashton finished sharply to resume Recs' control although the Woolston centre Sean Conway went in on the stroke of half time to give the home side something to think about.
Recs exerted their authority with close range tries from Liam Bostock and Ste Charlson, though Vaughan and Ryan Cosgrove crossed for Rovers in what became an increasingly open game.
But despite some defensive shortcomings Recs found plenty of ways to pierce the visitors - and further touchdowns followed for Danny Halsall, Ashton and Mark Briody. Danny Lynch registered six conversions.
Liptrot was the Amdec man of the match.
