Carole raises alarm over trapped swans

A FAMILY of swans have been left trapped in filth and rubbish and at the mercy of yobs as a row breaks out over the upkeep of Carr Mill Dam.

Moss Bank Councillor Carole Kavanagh says she is growing increasingly frustrated over the lack of action to prevent birds being frequently swept over the overflow at the dam.

She is also pushing British Waterways, who are responsible for the upkeep of the water to play their part.

In the latest incident, Cllr Kavanagh claims that she was told by an RSPCA inspector that they wouldn’t rescue the birds, as they would be washed over again.

She blasted: “On TV you are shown the fabulous rescues the RSPCA perform, so it unbelievable that they won’t do this.” Several members of the public raised concerns over the fate of the birds after cygnets were killed at the same spot last year by stone throwing louts.

Cllr Kavanagh also expressed her frustration over the perceived lack of action from British Waterways, who have so far failed to answer her calls to erect a small barrier at the crest of the overflow.

They say that if a “trash screen” were to be installed in front of the overspill, it must be maintained on a regular basis, to clear any vegetation and floating debris. If left unchecked, they claim, it could lead to extensive flooding.

They offered an alternative suggestion of a “duck ramp”, to stop birds being washed over, adding that they would consider any modifications as long as the costs were met by the council, including the daily maintenance.

A spokesperson from the RSPCA confirmed that they had received several calls about the swan and cygnets over a 17 day period.

The birds were found by an Animal Collection Officer (ACO) who said that in her judgement, they were not in any danger as they were feeding well and there were plenty of platforms for them to leave the water.

The spokesperson confirmed: “The RSPCA received several calls about a family of swans washed over an overflow on Carr Mill Dam. An Animal Collection Officer attended and there have been numerous visits since.

“The swans are not suffering. They are feeding well and are able to get out of the water, but the RSPCA is continuing to monitor the situation and is checking on the birds regularly to make sure they are ok.

“Under the Wildlife and Countryside Act it is illegal to move a wild bird unless it is injured or suffering.”
