OFFICIALS at an amateur rugby league club have vowed to come out fighting' after a planning verdict dealt a heavy blow to their hopes of moving to a new ground.

Pilks Recs, who have more than 300 junior and adult players on their books, were responding after St Helens Council's Planning Committee knocked back proposals to create sports facilities on Victoria Park.

"If we agree that kids have to go somewhere and have something to do, but refuse to use our local parks to their full potential, then what alternative do these objectors and the council have for investing in sports?"

The decision was welcomed by neighbours living opposite the park who claimed sports facilities would lead to a loss of open space and create parking congestion on match days.

However, the verdict was a bodyblow to the rugby club. John Rees, 29, from Pilks Recs, said: "We're disappointed but we are going to come out fighting. We plan to generate plenty of public interest about our plight."

The club's chairman Ralph Rawsthorne, 49, added: "We feel the objections are very short-sighted and people are not seeing the bigger picture.

"I cannot understand how on one hand residents complain about youth disorder and then object when a rugby club that brings children into sport and creates community spirit tries to secure its future."

The Victoria Park scheme would have been the catalyst for Recs, one of the country's most famous amateur clubs, to re-locate at the council-owned Bishop Road playing fields.

Recs' current City Road sports ground is up for sale by glass giants Pilkington, who are seeking planning permission to build housing on the rugby pitches and surrounding land.

The company, however, needs to offer compensatory sports facilities for those that would be lost at City Road, or otherwise face planning consent being blocked by Sport England opposition.

The Victoria Park plan - for two football pitches, a sports pavilion, netball court and improved bowling green - was submitted by the property arm of Pilkington Ltd. and would have become a base for football teams currently using Bishop Road.

Following the closure of the Windle City social club last year, Recs now use St Helens Cricket Club in Windleshaw Road (which adjoins the fields at Bishop Road) as a post-match base, but are anxious for their long-term playing future to be secured.

Meanwhile, ALPS - Pilkington's property arm - says it is now considering alternative sites where sports pitches can be re-located, but they have not ruled out an appeal against the planning decision.

Peter Alcock, ALPS' chief executive, said: "It is a little early to know for certain whether we are appealing, but that is one of the options we are considering."

Following the Star's reports about the knock-back of two sports developments this week in the face of neighbours' protests, St Helens Council leader Brian Spencer said the decisions were made "under due democratic process listening to the views of people who live around the two parks."

Cllr. Spencer, who represents the Liberal Democrat party, said a meeting is planned with ALPs with a view to finding an alternative site for the sports facilities.

I don't know what people expect. Is the park not also OUR park??? or is it for the exclusive use of the small minded that believe thay have some sort of ownership over it.

I did see a team training on the park today,not sure who, but I hope they didn't interfere with the residents walks. Although they were they only people in the 'overused' park

The bowling club have made it clear they do not want to relocate to viccy park.As for the training on saturday,and the kids who sometimes play a match on Sunday.Most locals seem ok with .It is the large organised games ,and all that would come with them, that seems to upset.

Yesterday I saw three responsible residents walking their dogs in Viccy Park and allowing them to foul on the fields - shameful. yet you see fit to deny development for the whole area, basically you cannot see beyond the end of your noses and the Planning Committee are just a joke - some interest in Government issues like Youth Obesity and anti social behaviour they have. Well you should all stay silent when you are being plagued by anti social behaviour in the area because kids have nothing to do. Pilks Recs and the other amateur clubs in town are doing a great job at providing an outlet for youngsters and whats more - take a look on the Saints web page and see how many of their younger squads came from teams in the town. I am ashamed of some of our residents actions in our area, were i live we have to put up with gangs of youths persitantly walking round causing a neusiance to the people that live in the area. The Victoria Park is not used to its potential and on neumerous times is stood empty, recently we have had two schools close in the area and a recreational club shut! the area of windlehurst is having more taken away from us than being given to , Pilkington Recs Provide a safe and welcoming sporting activity that can be acsessed across all ages and with this in mind should be thanked for providing such ammeinitys in difficult times. The residents that have voiced complaints or that just said no with out even checking facts Should get in touch with recs management and just see what hard work is happening within the club, young people today get bad press from the onset but i can say that people are not giving these young people a chance, people who dont even know who they are !!

I would like to end and as what the ward councellers are doing to help this plight as far as i am aware one in the windle area is a has responsibilty for sporting matters this is a time when they may just do a bit of good for the area. The area of windle has improved over the past few years but if you keep taking and not give back it will deteriorate and Die ! side note the potiton that was handed in as a resident in the victoria park area i did not see or was canversed for an opininon as were othere not asked as well , Freedom of speech but for the select few i see !

I am ashamed of some of our residents actions in our area, were i live we have to put up with gangs of youths persitantly walking round causing a neusiance to the people that live in the area. The Victoria Park is not used to its potential and on neumerous times is stood empty, recently we have had two schools close in the area and a recreational club shut! the area of windlehurst is having more taken away from us than being given to , Pilkington Recs Provide a safe and welcoming sporting activity that can be acsessed across all ages and with this in mind should be thanked for providing such ammeinitys in difficult times. The residents that have voiced complaints or that just said no with out even checking facts Should get in touch with recs management and just see what hard work is happening within the club, young people today get bad press from the onset but i can say that people are not giving these young people a chance, people who dont even know who they are !!

I would like to end and as what the ward councellers are doing to help this plight as far as i am aware one in the windle area is a has responsibilty for sporting matters this is a time when they may just do a bit of good for the area. The area of windle has improved over the past few years but if you keep taking and not give back it will deteriorate and Die ! side note the potiton that was handed in as a resident in the victoria park area i did not see or was canversed for an opininon as were othere not asked as well , Freedom of speech but for the select few i see !

i don't think we pay our council tax to pilks we pay it to the council.We also pay our taxes to the government who in turn give st helens money to provide facilities and services .I'm no accountant but I think that is the case.So we don't expect favours from the council we expect them to do what they are required and paid to do.

As someone with a mutual interest in the story, I can see both sides of the argument. We do need these sporting clubs and facilities as a integral hub for the local community. If the planning proposals had added something extra to the park and public facilities in general, other than a proposed facility to relocate the club, then this may have been viewed differently.
However,Pilkington holdings desire to just migrate the club to the park without these additional public facilities was an oversight. In the proposal, public open space would of been lost with no compensation for the rest the park users. The Net gain of this proposal was that Pilks Recs would get a new ground, good news!.However, the Net Loss? - The public lose more recreational area with nothing to compensate it.
I suggest Pilkington Holdings rethink their strategy. After all, it is their desire to generate millions of pounds from land redevelopment that has caused this situation, not the rugby club, nor the local residents.
Secondly, how much land does Pilks own locally that they could look at?.
Bishop road is probably the next best solution (council owned), providing Pilkington Holdings give something extra to its development and back to the public and taxpayer as well as the rugby club.(if it gets approved!)
