PLANS to create 11 terraced houses on a town centre street have been refused by St Helens Council.
Proposals for the construction of the terraced dwellings in two blocks plus associated parking on Hall Street were denied the green light.
Council planners stated the proposed development "fails to demonstrate that surface water generated by the proposal can be managed in a sustainable manner, and not result in flooding or the displacement of run off elsewhere".
It was noted the plans "would not improve the economic, social and environmental conditions of the area".
