The homes are being built on the former site of St Matthews C of E Primary School which closed in 2004.
The development consists of 12 three bedroom and five two bedroom houses and six two bedroom apartments. The homes are scheduled for completion in July 2013.
Bob Hepworth, director of yrban regeneration, housing and culture at St Helens Council said: “I am delighted to see the development of 23 affordable homes on this site by Regenda.
“The development of a local lettings policy between the council and Regenda will ensure priority is given to residents in the area.”
